Council assessment process

In undertaking its assessment of the 152 general purpose councils in NSW, TCorp assessed:

  • financial capacity of each council
  • long term sustainability of each council
  • financial performance of each council in comparison to a range of similar councils
  • liquidity
  • debt capacity
  • capital expenditure and asset management

TCorp consulted with all councils that it assessed.

There were 63 councils assessed as part of LIRS Round 1. Of these, 30 had an assessment prepared in October 2012 before 2012 audited financial results were available and benchmarking finalised. These 30 councils subsequently received a separate updated benchmarking assessment document which included the 2012 figures and the full range of peer council data. The other councils’ benchmarking assessments are incorporated into the original reports.
